Rural Address Application 

Background 

The Land Information Officer is currently responsible for coordination of rural addressing in the County of Monroe. The address is significant because it enables you and other to communicate location. One of the more important reasons for having a rural address is to enable emergency services such as the local fire department, emergency medical service provider or law enforcement to find you, but it also allows for you to accept mail and package delivery and is often necessary in order to acquire various services at the site location. Addresses are typically issued for structures or improvements to land, but some situations may warrant that an address be issued for a site location.

On February 20, 2017 the Sanitation/Planning & Zoning/Dog Control Committee passed a motion adopting the Monroe County Addressing and Road Naming Policy. This document modernizes our sign and placement standards and outlines administrative procedures, protocols, and pricing.

On May 24, 2017 the Monroe County Board approved an updated Rural Naming and Numbering System that in unison with the aforementioned Monroe County Addressing and Road Naming Policy govern the rural address duties carried out by the Land Information Officer.

Applying for a Rural Address

Rural Address Applications can be obtained through the Monroe County Sanitation & Zoning Department at (608) 269-8939 (An address application will automatically be mailed to the property owner when a soil and site evaluation (perc test) has been completed and filed with the Sanitation Department.)

Information required for Rural Address application submission:

• Completed rural address application.
• Attach the driveway permit for any requests on US or State Highways, or for new access to County Highways. If the access is via a town road, I will verify that they have approved of the location.
• An aerial photo or Certified Survey Map or a detailed sketch clearly depicting the access to the site or structure intended to be addressed with distances to property boundaries or other roads/driveways. • Fee of $60 cash or check or application processing made out to: Monroe County Land Information Office (no credit cards).

Address application workflow:

• The applicant obtains and fills out the form.
• A copy of a driveway permit from the jurisdictional road authority is acquired (state, county, or local municipality).  When it is an existing driveway on a town road a local official's signature is all that is required.  Existing access on state highways and county highways still may need approval for a change of use from an agricultural only entrance to residential or commercial use.
• The application is submitted to us with all necessary fees ($60 check or cash + additional fees where necessary**).
• The GIS Coordinator will assign an address based on the map provided with the application and a final determination is made as to whether a second sign is necessary or a road range sign will be necessary.
• The applicant, dispatch, designated town representatives, local emergency response agencies, sanitation and zoning staff, and in some cases the local postmaster are notified of the new address.
• The rural address sign(s) will be ordered.  It typically takes between 3 and 8 weeks for the signs to be made and delivered.
• The applicant will be contacted to pick-up the sign.
• Installation instructions will be provided.  Address signs are to be installed near the corner of the driveway and main thoroughfare, outside the right of way.  If you are required to have two signs** (structure/residence located on a private road) the property owner is also responsible for placing the additional signs at suggested locations along private driveways on private property.  This would also be the case if an address range sign is used.  Please call 811 before you dig.  Specific installation instructions will be provided by the Land Information Officer based on the Monroe County Addressing and Road Naming Policy.

** If the structure/residence is located on a private drive and/or private subdivision road the purchase and placement of two or more signs or possibly an address range sign is required per Sec. 11-72 of the Monroe County Code of Ordinances.  The Land Information Officer will discuss this with you when these situations arise.

Use the rural address application and check the box for replacement sign and post or replacement sign only depending on your needs and submit the corresponding fee.

Our most current data is not currently downloadable on demand but is available for a fee. Consultation is free but customized work will be billed at a per minute rate.
